From April 2007, the Scheme is undergoing a major change. The aims of the new system are to remove much of the paper. The Government hopes that this will reduce fraudulent activity too. However, it will shift much of the administrative burden to the contractors and subcontractors.

There are over 250,000 registered contractors and over 2 million sub-contractors on HMRC records that will be affected by these reforms. HMRC have been running workshops to inform people about the new scheme, but with less than 20% of the industry attending the HMRC seminars, questions are still being asked about whether the industry is ready for the change.
